Kenya has formally initiated the process of recalling EAC Secretary General Peter Mathuki from his post at Arusha headquarters.
In a letter to EAC Council of Ministers chairperson Deng Alor Kuol, Kenya’s EAC Affairs Cabinet Secretary Peninah Malonza on March 19 officially notified EAC member states of intent to withdraw Mathuki as the secretary general.
“Pursuant to Regulation 118 of the EAC Staff Rules and Regulations 2013, the Republic of Kenya hereby gives notice of withdrawal of Hon. Dr. Peter Mutuku Mathuki as the Secretary-General, from the date to be determined by the Summit of Heads of State,” the letter dated March 19, 2024 reads in part.
Furtherance to this, CS Malonza requested the Council of Ministers to convene a summit meeting to consider the changes.

“The purpose of this letter is therefore to request you to direct the secretariat to convene an extraordinary meeting of the Council to consider the notice of withdrawal,” Malonza says,
“Submit a request to the chair of the summit to convene an extraordinary meeting of the summit to consider the notice of withdrawal and the appointment of the new nominee to the position of the Secretary-General,” she adds.
President William Ruto announced Mathuki’s recall in diplomatic changes he made on March 9, in which he named Mathuki as Kenya’s Ambassador to Russia.
In his place, the President nominated Caroline Mwende Mueke, a move that has been challenged at the East African Court of Justice.
