Hamas attack on Israel did not happen in a vacuum – UN chief

UN Secretary General Antonio Guterres

United Nations Secretary-General António Guterres has warned that the threat of ethnic cleansing is growing in the occupied West Bank.

In a post on X on Monday, Guterres said he was “deeply alarmed” by developments in the territory, warning that Palestinians were facing an increasingly coercive environment as they were driven from their homes and land.

He cited expanding Israeli settlements, forced displacement and escalating violence against Palestinian families.

“Settlements are expanding, evictions are unrelenting with Palestinians driven from their lands, settler violence is surging, Palestinian families are being assaulted,” he said.

“We are seeing an increasingly coercive environment, with the spectre of ethnic cleansing looming ever larger. This must end.”

The warning adds to mounting international concern over the future of Palestinian communities in the West Bank, where settlement expansion, demolitions, movement restrictions and attacks by Israeli settlers have contributed to displacement and the fragmentation of communities.

Guterres said lasting peace in the Middle East could not be achieved without realising the Palestinian people’s legitimate right to self-determination.

His remarks came as the United Nations continued to document rising displacement and violence across the territory, including East Jerusalem.

A United Nations human rights report published in March 2026 said more than 36,000 Palestinians had been forcibly displaced amid Israeli settlement expansion and increasing violence by settlers and security forces during the 12-month period covered by the report.

The report also documented 1,732 incidents of settler violence resulting in casualties or property damage, up from 1,400 in the preceding reporting period. The incidents included intimidation, harassment and the destruction of homes and farmland.

The findings point to a worsening situation for Palestinian communities, particularly those living in rural and herding areas vulnerable to settlement expansion and restrictions on access to land and water.

DISPLACEMENT INTENSIFIES

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has also reported an acceleration in displacement across the West Bank.

In a situation report published on September 4, OCHA said more than 6,400 Palestinians, including over 3,100 children, had been displaced since January 2023 in connection with settler attacks, demolitions and related access restrictions.

More than 2,500 people, including over 1,200 children, were displaced in 2026 alone during the period covered by the report.

The agency said the combined impact of recurrent attacks, damage to homes and infrastructure, and restrictions on access to land and essential services was increasing humanitarian needs and undermining the ability of affected communities to remain in their homes.

The displacement has raised concerns that Palestinian families are being pushed out of strategically important areas through sustained pressure, even where they are not subjected to a single mass expulsion.

The UN human rights office has previously described a pattern in which settlement outposts are established near Palestinian communities, followed by restrictions on access to water and grazing land, attacks on residents and destruction of property.

INTERNATIONAL LAW IMPLICATIONS

Guterres’s warning also comes against the backdrop of growing legal scrutiny of Israel’s policies in the occupied Palestinian territory.

In an advisory opinion issued in July 2024, the International Court of Justice concluded that Israel’s continued presence in the occupied Palestinian territory was unlawful and said Israel had an obligation to bring it to an end as rapidly as possible.

The court also said Israel must immediately cease all new settlement activity and repeal measures maintaining the unlawful situation.

The opinion addressed the legal consequences of Israel’s policies and practices across the occupied Palestinian territory, including East Jerusalem, and their impact on the Palestinian people’s right to self-determination.

Guterres’s latest statement points to the risks posed by continued displacement and the conditions facing Palestinian communities.

Acts associated with ethnic cleansing, including deportation or forcible transfer, may constitute crimes under international humanitarian or criminal law depending on the circumstances and the evidence.

Israel has historically defended its security measures by citing threats to its citizens and the need to prevent attacks. However, security considerations do not remove an occupying power’s obligations under international law to protect the civilian population and refrain from unlawful transfers.

PEACE PROSPECTS UNDER PRESSURE

The developments threaten to further undermine prospects for a negotiated settlement based on two states living side by side.

Settlement expansion and the fragmentation of Palestinian communities complicate the establishment of a geographically viable Palestinian state, while displacement deepens grievances and erodes confidence in diplomatic efforts.

Guterres has repeatedly argued that the two-state solution must remain a central objective of international efforts to resolve the conflict.

His latest statement places renewed pressure on Israel and the international community to address settlement expansion, protect Palestinian civilians and prevent further displacement.
