This is according to state minister for finance Gabriel Adjedra, who spoke in a pre-launch breakfast meeting at Serena Hotel in Kampala in July.

The three-day conference is scheduled for September 16-18.

Since the historic March 9 handshake with President Uhuru Kenyatta, the NASA presidential candidate’s profile has risen dramatically as he undertakes one diplomatic assignment after another on behalf of the President, or on his own behalf as AU’s special Infrastructure envoy.

Ambassadors and heads of mission are reportedly under instructions to treat Raila as the President’s representative and to personally receive him and his entourage at airports and diplomatic missions.

He is also Raila is also given diplomatic security and official embassy vehicles to chauffeur him around. His expenses are catered for by the embassies through the Ministry of Foreign Affairs.

For instance, when Raila travelled to India and met Prime Minister Narendra Modi in July last year, he was accompanied by Kenya’s High Commissioner to India Florence Weche, and deputy Belinda Omino.

They had received him when he arrived in India.

In South Africa, Kenya’s High Commissioner Jean Kamau received him.
